Biographical Record
Próspero Fernández Oreamuno was born in San José on July 18, 1834. A career military officer who distinguished himself during the 1856–1857 Campaign against William Walker's filibuster army, Fernández rose to the rank of Division General.
Elected President in 1882, he spearheaded the secularization of the Costa Rican state: instituting the 1884 Liberal Laws that secularized public cemeteries, established civil marriage and divorce, and ended ecclesiastical monopolies over education. When Guatemalan strongman Justo Rufino Barrios declared military unification of Central America, Fernández mobilized the nation, dying in the field in Atenas on March 12, 1885.
