Gaston Monnerville was an eminent French and Caribbean jurist and statesman who served as President of the French Council of the Republic and Senate for over twenty-one years, holding the highest parliamentary office ever attained by a Black statesman in Europe.

Representing French Guiana and later the Lot department, Monnerville fought heroically in the French Resistance during World War II and was instrumental in transforming France's Caribbean colonies into full overseas departments in 1946.
