Biographical Record
Gabriel Francisco Lisette was born on April 2, 1919, in Panama to Afro-Guadeloupean parents. Graduating from the École nationale de la France d'Outre-Mer in Paris, Lisette was assigned as a colonial administrator to Chad in 1946.
Deeply moved by the oppression of the native population under forced labor, Lisette founded the Parti Progressiste Tchadien (PPT) in 1947 as a branch of Félix Houphouët-Boigny's RDA. Elected to the French National Assembly, he became the first Premier of Chad in May 1957, modernizing labor laws and training young Chadian leaders including Tombalbaye. Banned from returning to Chad by Tombalbaye in 1960 while on a foreign mission, he lived in France as a respected elder diplomat.
