"The dignity of the presidency rests upon absolute impartiality and respect for every citizen."
Archival Overview
First President of the Co-operative Republic of Guyana, serving from 1970 to 1980.
Biographical Record
Arthur Raymond Chung was a distinguished Guyanese jurist and statesman who made Commonwealth history as the first ethnic Chinese head of state in a non-Asian country.
Called to the Bar at the Middle Temple in London in 1947, Chung served as a magistrate and Senior Puisne Judge of the Supreme Court of Guyana, earning a reputation for impartial legal wisdom.
When Guyana was declared a republic in 1970, Parliament elected Chung as the nation's inaugural President, a post he held with quiet dignity and constitutional integrity for a full decade.
